Almost 2 years late but a person who I watch quite frequently is a person called Greg Doucette. He is an ex IFBB pro and currently does entertaining videos on everything fitness related. He uploaded a video quite a bit ago where he explained what steroids to take and what to stay away from. In short, he promoted steroids in a sense, but he encouraged people to not do it, and if you will do it, he recommended such a small dose and it was only Testosterone and nothing else. Which is a "steroid" that a lot of people even get due to health issues (him included). So did he promote steroids? yeah, but only to educate the youth so they don't take too much or take something stronger like anavar or trenbolone. Drug users will do drugs just as gamblers will gamble.
